No Validation Error Message When Creating Request With Multiple Applications (Heterogenous Request) For A Disabled User

Information in this document applies to any platform.
When creating a request for multiple applications, there is no validation exception thrown on the screen and request is submitted successfully.
But if you create a request with just one application for a disabled user, OIM does not let you submit the request and error message similar to below is thrown.
Can a validation error be thrown in case of a heterogeneous request (such as multiple application instances) for disabled user, so request does get submitted?
