SDCLI Reports Fails with Error "Null Connection Not Allowed" (Doc ID 2336551.1)

Symptoms

Trying to run reports using sqldeveloper command line fails with error:

java.lang.IllegalArgumentException: null connection not allowed


Example:

 
It works fine from the SQL Developer GUI with saved password in the connection.

Checking the environment variable APPDATA, it is set to C:\users\<USERNAME>\AppData\Roaming
