Pump abending with OGG-01223 Unable to lock file error 11, Resource temporarily unavailable (Doc ID 2336910.1)

Symptoms

User was getting below error on a extract pump:

WARNING OGG-06591 Oracle GoldenGate Capture for Oracle, extpump.prm: Reading the output trail file <>/dirdat/pt001245 encounters an error from position 1,276,143, rescan from the file header to recover.
ERROR OGG-01031 Oracle GoldenGate Capture for Oracle, extpump.prm: There is a problem in network communication, a remote file problem, encryption keys for target and source do not match (if using ENCRYPT) or an unknown error. (Reply received is Unable to open file "/<>/dirdat/pt001245" (error 11, Resource temporarily unavailable)).
2017-12-06 11:57:42 ERROR OGG-01668 Oracle GoldenGate Capture for Oracle, extract-pump.prm: PROCESS ABENDING.
