Cannot Unzip A Patch ZIP File Because Paths Are Too Long (Doc ID 2337006.1)

Symptoms

When trying to apply a patch an error saying that the path is too long is reported when trying to unzip the patch ZIP file downloaded from MOS by using the Windows Explorer utility for archive files.
