New installation of Forms and Reports 22.214.171.124.0 on Windows.
Running the test form results in the following error:
FRM- 93552 : Cannot Connect to runtime Process
The formsapp-diagnostic.log shows:

Executing the frmweb.exe executable from the command line shows that MSVCP100.dll is missing.
New installation of Forms and Reports 126.96.36.199.0.
