You have configured a fault policy for your composite to send an email notification via java code for retrySuccessAction of a remote fault. You are using two composites to verify retrySuccessAction works as expected:

Composite A - used to test remote fault handling in composite Composite B.
Composite B - used to test the following retry scenarios:

The issue can be reproduced at will with the following steps:
1) Deploy the composites.
2) Shut down Composite A.
3) Initiate Composite B and observe it will generate a remote fault since Composite A is down.
4) Bring Composite A back up before the second retry attempt in Composite B instance.
5) Composite A invocation succeeds. But instead of executing the java code as expected, it continues down the BPEL code path.
