EMOC 'Start Virtual Machine' task does not complete due to unexpected lock on the Guest vServer within Oracle VM Manager (Doc ID 2337561.1)

Symptoms

You have an Exalogic virtual system where you are experiencing a problem starting a guest vServer, vserver-test, which had previously been running successfully.

When you start the guest from the Enterprise Manager OpsCenter (EMOC) BUI, a virtual machine is started on a compute node with a valid networking environment and remains accessible for some time. However, the "Start guest" job within EMOC does not complete as expected and after 40-60 minutes the "Start guest" job fails and, as part of it's rolls back, stops the running vServer.

Within EMOC you notice that it is the "Start Virtual Machine" task within the "Start guest" job that hangs and eventually fails, with an error similar to the following:
