Certification Campaign Close via API is Taking too Long (Doc ID 2337957.1)

Symptoms

Scenario: Create a user certification campaign with 1.67M entitlements. Now try closing the the certification campaign using via API code and takes long time (~600k entitlements in last 4 days).
