Not Able to Add Image in Business Role Pages (Doc ID 2338309.1)

User is not able to add images to the business role pages and when trying to publish content, it shows the below exception:

Content publishing is not available as current portal does not use database persistence.

Step by Step use case:

1. Login and click the Administration Link
2. Navigate to the Business Role section and click Business Role.
3. Select Create.
4. Edit your new Business Role Page.
5. Click Add Content > Select Image from within Content Management
6. The following text is displayed:

Content publishing is not available as current portal does not use database persistence.

This same message appears attempting to add 'Styled Text' or 'Text' from Content Management.
