Symptoms

Cannot start HTTP Server

dcmctl start -v -d -ct ohs fails with error:

ADMN-202024: oracle.ias.sysmgmt.exception.PersistenceException: An operation is in progress that prevents your operation from completing at this time. Please retry this operation later. If you are using file-based repository and there is no other concurrent operations, please use dcmctl utilitys resetFileTransaction command to clean up any abnormally terminated file-based repository operations. An operation is in progress that prevents your operation from completing at this time.
