Can't Login Into APEX 5.1 In 11g DB After Setting Password Hashes To SHA-512 (Doc ID 2339411.1)

Symptoms

When trying to change the password using apxchpwd.sql receive errors:

 ORA-20987: APEX - The cryptographic function "SH512" is not supported on this system. - Contact your application administrator.
