Error when Using Oracle Document Transfer Utility FailedAuthentication : The security token cannot be authenticated (Doc ID 2339744.1)

Symptoms

On : 12.2.1.1.0 version, Fusion Application Integration

oracle document transfer utility to download hcm extract files from the Web Content center

When using oracle.ucm.fa_client_11.1.1.jar downloadTool to download files from web content center/UCM, after when adfs authentication was activated on hcm cloud, the following ERROR message is seen (oracle.stellent.ridc.protocol.http.HttpProtocolException: OAM authentication failed)

The issue can be reproduced at will with the following steps:
1. Tried to use oracle.ucm.fa_genericclient_11.1.1.jar to ping
2. See the error

BUSINESS IMPACT

The issue has the following business impact: cannot use oracle.ucm.fa_genericclient_11.1.1.jar oracle.ucm.idcws.client.UploadTool
Due to this issue, users cannot upload download documents
