Unable To Deploy Ear File In WebCenter Portal (Doc ID 2340144.1)

Symptoms


Unable to deploy ear file in WebCenter Portal.  The following error is displayed:

[December 5, 2017 4:44:05 PM GMT+05:30] oracle.security.jps.service.policystore.PolicyObjectNotFoundException: JPS-04028: Application with name "cn=ESSPortal_application1,cn=WC_Domain,cn=JPSContext,cn=jpsRoot" does not exist.
[December 5, 2017 4:44:05 PM GMT+05:30] JPS-04028: Application with name "cn=ESSPortal_application1,cn=WC_Domain,cn=JPSContext,cn=jpsRoot" does not exist.
[December 5, 2017 4:44:06 PM GMT+05:30] Deploy operation failed.


The issue can be reproduced at will with the following steps:

1. Try to deploy an custom ear to portal managed server
2. Note the error from description
