Start Up Error On New Node Created by unpack Command: "missing the file config.xml"

Symptoms
Start up error on new node after running the unpack command in the new node and attempting to start the managed server for the first time, we encounter the below error.
./startManagedWebLogic.sh oam_server1
weblogic.management.ManagementException: [Management:141249]The configuration directory /WLserver/webhome/Domainhome_OAM/user_projects/domains/oam_domain/config is missing the file config.xml and the admin server is not available to download it.
