Help page Pop-up should display information in all screen.

Example of missing Help page

Note: Help page is accessed through link near user name at top right.

The issue can be reproduced at will with the following steps:
1. Click on Self-service tab. click on - Help.
Help page comes up correctly.

2. Click on Manage tab. click on - Help.
Blank page comes up.

3. Click on Search users. With the search results page as the current tab, click - Help.
Help page comes up correctly.

4. Search User - Open user details page, then click on - Help.
Blank page comes up.
