Goal

Unable to set the challenge questions in OIM due to OAAM.

The steps to reproduce:
1. Login into OIM -> OIM shows the challenge questions
2. Configure the questions (we answer it) -> appears a dialog: The challenge question must be configured by administrator, and we cant continue.
3. After see the issue we proceed to disable the challenge question using the sysadmin console. When we try to see our user information (xelsysadm) in a section appears "Check Questions" > "Define OAAM's Check Questions"
