Desired Date Is Not Shown on the UI When Using Batch Loader With a Custom Metadata Field (Doc ID 2341942.1)

Symptoms

When using BatchLoader to load a date into a custom metadata field, the date and time are not correct on the document information page.

Here is an example batchload record

Action = insert
dDocName=test4
dDocTitle=test3
dDocAuthor=weblogic
dSecurityGroup=Public
dDocAccount=
dDocType=Application
xtestdate=12/22/17 10:24 PM
dInDate=12/20/17 12:30 PM
primaryFile=/refresh/home/batch/test.txt

When viewing the document information page the date is displayed as

testdate: 12/22/17 11:24 AM

This is several hours off from the time loaded into the field.

Viewing the record in the DocMeta table shows the proper date inserted
