Symptoms
ISSUE
-----------------------
A collection rebuild fails on WebCenter Content.
When the rebuild is attempted, it fails with this error message: "Indexing aborted at 12/12/2017 3:27 PM. Unable to create Oracle text collection'IdcText1'. Encountered an exception while executing a query."
The server logs show the errors - !csDbUnableToExecuteCallableQuery,CdropTextPreference!$ORA-04063: package body "CTXSYS.CTX_DDL" has errors and ORA-06508: PL/SQL: could not find program unit being called: "CTXSYS.CTX_DDL"

STEPS TO REPLICATE
-----------------------
1. Logged in as an admin, go to Administration -> Admin Applets -> repository Manager -> Indexer.
2. Initiate the Collection rebuild cycle.
3. When the rebuild is attempted, it fails with this error message: "Indexing aborted at 12/12/2017 3:27 PM. Unable to create Oracle text collection'IdcText1'. Encountered an exception while executing a query."
Server shows error - "ActiveIndex '<IndexName>' is not valid in indexer engine 'ORACLETEXTSEARCH'. Please rebuild your collection."
BUSINESS IMPACT
