Getting Error "Can't Instantiate Batch Controller" When Opening WFR Designer (Doc ID 2342476.1)

Symptoms

When opening WebCenter Forms Recognition (WFR) Designer, the below error occurs:

Can't instantiate Batch Controller ---> Initialization failed ---> Content initialization error ---> The specified store provider cannot be found in the configuration or is not valid ---> Unable to find the requested.Net Framework Data Provider. It may not be installed.

 

This occurs using Windows 2012.

Changes

 This is a new install.
