Health Status Is Not Reachable On Managed Server.

Symptoms

On : 12.2.1.0.0 version, WLS-Config (non-component)

When on a Managed Server, only SSL and Admin listen ports are enabled (meaning no plain listen port), and if accessing the Admin Console to Monitor the server's health, the status is "Not reachable".

Enabling the plain listen port fixes the problem, but does not meet the customer standards. Applying patch for bug 25757427 does not solve the issue.

No SSL errors observed nor JMX exceptions. Every now and then a JMX disconnect is observed on the logs, but does not match when the error is reproduced.
