Goal

The 12c Forms Standalone installation does not contain the necessary components to run a Form directly from Form Builder.

However, 12.2.1.3.0 recognizes a new environment variable that allows one to "point" Standalone Form Builder to a 12c Deployment installation and run the Form on it.
