Using OPAM 11.1.2.3: After Adding Target in the Resource Group and Searching for Accounts Getting the Error: No Accounts found

Symptoms
Using OPAM 11.1.2.3.0:
After added Target in the resource group, you can't find accounts "No Accounts found" in the Accounts tab under the administration but if you add accounts in the resource group then you can find accounts in the Accounts tab under the administration.
=== Usecase === :
1- Create a New Resource Group in OPAM.
For example:
I created RG_test1
2- Created Target for test (Tar_test1)
3- Created Account for test (Acc_test1)
4- Assigned the (Acc_test1) to (Tar_test1)
5- Assigned the Target (Tar_test1) that has account (Acc_test1) to this Resource Group (RG_test1).
6- Delegate this to a user (enduser1)
7- when you login as user (enduser1/PASSWORD) and search Administration ===> Accounts; Accounts not showing up and see the message below:
