Starting WLS_ODS1 Managed Server Fails with Error "oracle.security.jps.config.JpsConfigurationException: ./config/jps-config.xml (No such file or directory)"

Symptoms

Trying to start wls_ods1 managed server on 11g OID environment fails with following exception

oracle.security.jps.config.JpsConfigurationException: ./config/jps-config.xml (No such file or directory)

Error stack from wls_ods1.out file :
