Symptoms

After applying PSU 10.3.6.0.171017:

Patch 26519424: SU Patch [FMJJ]: WLS PATCH SET UPDATE 10.3.6.0.171017

Following error is thrown during startup:

Servlet: "StartupServlet" failed to preload on startup in Web application: "<WebAppName>".
java.lang.Error: javax.xml.soap.SOAPException: Unable to create SAAJ meta-factoryProvider com.sun.xml.internal.messaging.saaj.soap.SAAJMetaFactoryImpl not found

 As a result, application deployment fails
