Oracle Web Services Manager: Unable To Invoke RefreshWSMCache() (Doc ID 2348123.1)

Symptoms

WSM patchset 12.1.3.0.170310 introduces a new feature to force cache refresh (unpublished bug:21977206 - PSR -PERF -ICS OWSM TO PROVIDE API TO FORCE CACHE REFRESH).

Despite patch description, after successfully patching, refreshWSMCache() is not able to be invoked and the following error is shown by WLST:
