Oracle HTTP Server Fails to Start with Error "log4cxx: No appender could be found for logger"

Symptoms

While trying to start Oracle HTTP Server, it fails with the below error:

./opmnctl startall
opmnctl startall: starting opmn and all managed processes...

Response: 0 of 1 processes started.

 ias-instance id=instance1
