Symptoms

Accessing WebLogic through Apache plugin address with encode URL returns "404 Not Found Error". This works fine when using WebLogic.

WebLogic：http://ip:port/app/test%3Ctest (OK, works)

Apache and WebLogic: http://apache_address:port/app/test%3Ctest (404 error)
