"NoRowAvailableException" thrown when opening a Portal/UCM folder

On : 18.104.22.168.171018 version of WebCenter Portal
A User creates a new portal and enables Documents service. After creating a new folder, an information message says folder is created successfully. When user directly clicks the recently created folder, an error message is populated:
An internal error occurred.[[
Due to this issue, users cannot click document folders.
