Getting "Session ResetStatistics already exists" When Trying To Reset Oracle Service Bus (OSB) Statistics Using Fusion Middleware Control/Enterprise Manager (Doc ID 2349207.1)

Symptoms

When using the 'Reset' button for health statistics from the Fusion Middleware Control/Enterprise Manager (FMW/EM), the user interface seems to remain unresponsive to the button click and the following error is captured in the WebLogic Domain Admin Server log:

 
STEPS TAKEN TO REPRODUCE THE ERROR
-------------------------------------------------
The issue can be reproduced at will with the following steps:
1. Log on to the Enterprise Manager Console/Fusion Middleware Control.
2. Select the Navigator.
3. Expand 'SOA' and select service-bus (AdminServer).
4. Select Service Health tab.
5. Set Display Statistics "Since Last Reset".
6. Hit the 'Reset' Statistics button.

The issue has the following business impact:
Due to this issue, OSB administrators cannot successfully reset health statistics in the Enterprise Management Console.
