Invalid Secret Key Format After JDK Upgrade to 1.7.0_161 (Doc ID 2349632.1)

JDK upgrade was done from 1.7.0_99 to 1.7.0_161 for all the weblogic domains.

Post java upgrade servers came up successfully without any issues, but the user creation and reset password is failing with invalid key format error
