It is found that Data Source ’Connection Creation Retry Frequency' setting doesn't take effect on WLS184.108.40.206.0.
The database is not available when server instance startup but no activity for connection retry observed. Is it a defect on this new version?
The configuration is done on Admin Console > Service > Data Source > Configuration Tab > Connection Pool Tab > Connection Creation Retry Frequency.
