Comments Pane Does Not Load Comments In Imaging AXF Account Distribution (Coding) Form On Page Load (Doc ID 2352724.1)

Symptoms

When opening the Account Distribution form, the comments pane is not loading with the comments expanded as expected.  It is blank.   When clicking the collapse, and then expand button, the comments will show up.
