Symptoms
-First apply October PSU for 12.1.3 - <Patch 26519417> WLS PATCH SET UPDATE 12.1.3.0.171017
-Then try to apply overlay <Patch 24491244> on top of 12.1.3.171017 (possibly others), it fails with the following exception:
Recommended actions: Please check if you have the privilege to modify the Oracle Home's inventory.
OPatch failed with error code 115
