JDBC Client Performance issue with Cloud queries (WAN) compared to On-premise queries (LAN) (Doc ID 2353208.1)

Symptoms

When making queries using a JDBC Thin driven client to a Cloud Database, the results are returned slower than when running the same query across a LAN (to an On-premise Database).
So:
a) Queries submitted from clients to a Database in a local datacenter (across a LAN) are returned in about 0.5 seconds.
b) Queries submitted from clients to a Database in the Oracle Cloud (across a WAN) are returned in about 4.5 seconds.

A tcpdump may show that the data packets coming back from the Database are smaller in b) than they are in a).
