Unable to create a SOA error notification rule in ESS due to the schedule drop down being empty

A schedule has been created in the ESSAPP Schedules page, but the schedule dropdown is empty in the Create Error Notification Rule page

This is a problem also described in the following document :

Doc ID 2185262.1 - ESS schedules are unavailable for activation and deactivation of an adapter in SOA Suite 12c

However in some releases, there are some issues with the patches suggested by Doc ID 2185262.1. These issue might include :-

1. Even after applying the two patches suggested in Doc ID 2185262.1 (Patch 22612693 and Patch 24560243) the schedule drop remains empty

2. Patch 22612693 and Patch 24560243 are not available for some releases

3. In some releases (eg. there is a conflict reported by opatch between Patch 22612693 and Patch 24560243. eg:-
