Weblogic 12c SOA Server Auto Purge Privileges Error (Doc ID 2355179.1)

Goal

Running Weblogic SOA server version 12.2.1.2.0. Have configured Auto Purge on EM with sql trace enabled.
Purge is not happening, The trace file, shows following error

ORA-12012: error on auto execute of job "TEST_SOAINFRA"."DELETE_INSTANCES_AUTO_JOB1"
ORA-01031: insufficient privileges
ORA-06512: at "TEST_SOAINFRA.SOA", line 702
ORA-06512: at "TEST_SOAINFRA.SOA", line 3153
ORA-06512: at "TEST_SOAINFRA.SOA", line 2005
