WebLogic 12c Utils.CertGen Fails to Create CACert With Newer JDK8u161+ Installed (Doc ID 2355249.1)

Symptoms

Following command with certificates bundled with WLS does not work as expected:

java utils.CertGen -cn %computername% -keyfilepass DemoIdentityPassPhrase -certfile C:\temp\CertGenCA.der -keyfile C:\temp\CertGenCAKey.der
Generating a certificate with common name <hostname.domainName> and key strength 2048
issued by CA with certificate from CertGenCA.der file and key from CertGenCAKey.der file
