Offline modifyBootStrapCredential() command fails the first time causing DB password to get locked (Doc ID 2355520.1)

Symptoms

When trying to update SOA/BPM passwords in the domain using WLST using the following steps:


The modifyBootStrapCredential() command fails 3 times which locks the OPSS DB account associated with the domain.  This requires an on-call DBA to be called to unlock the account to re-run the modifyBootStrapCredential() command, which now works in order to get the domain started.
