Symptoms

After installing a 64-bit JDK/JRE on Windows 10 Creators versions 1703 or 1709, Java WebStart no longer launches with Internet Explorer as the active web browser. No error is produced. Java Console does not pop up.

The issue does not occur with:

Windows 7
Earlier versions of Windows 10, such as version 1607
Edge browser
