Running the upgradeFoldersILS Script Fails to Upgrade Folders due to DB Errors: snapshot too old: rollback segment number with name "" too small and ORA-22924: snapshot too old

Symptoms

After upgrading from WCP 11g to 12c, running the upgradeFoldersILS Script as part of post-install steps for ILS (Item Level Security) fails with the following errors:

UpgradeFoldersILSSummary.log:

 

Number of folders not updated : 6

 

UpgradeFoldersILSDetails.log:

 

The log shows errors like this for each failed folder ILS upgrade:
