Exalogic: "smpartition start" & "exabr ib-register" Commands Failing With "CLI transaction already in progress" Error (Doc ID 2356168.1)

Symptoms

In Exalogic racks, during Switch replacement activities we may see "CLI transaction already in progress" error when running "smpartition start" command or running "exabr ib-register" for adding the Port GUIDs of new Switch to the EoIB partitions. 

Below is the error which is seen when running "exabr ib-register" command.

Changes

 Switch Replacement activities or any tasks involving running "smpartition start" command.
