Enterprise Manager (EM) Login Does Not Respond

Symptoms

Enterprise Manager (EM) login does not respond

After upgrading two node-cluster SOA domain from 11g to 12.2.1.1.0, EM login hangs, then times out with the error:

A connection to the server has failed(status=503)
