WebLogic Server 12.2.1.2 PSU Jan 2018 Patch 26860993 Conflicts with Previous PSU Oct 2017 Patch 26485996

Symptoms
OPatch is the utility used to apply and rollback one-off patches and Patch Set Updates (PSU) to Oracle WebLogic Server (WLS) 12c.
Problem: Applied PSU <Patch 26485996> for October 2017. Now attempting to apply PSU <Patch 26860993> for January 2018 and receiving a conflict message from OPatch.
Since PSUs are intended to be cumulative, OPatch is incorrectly reporting a conflict:
$ opatch apply

OPatch detects the Middleware Home as "<ORACLE_HOME>"

Conflicts/Supersets for each patch are:

Bug Conflict with 26485996
The expected message is something like the following when applying Oct 2017 on top of July 2017:
Applied Patch 26485996
Patch 26485996 successfully applied.
Sub-set patch [25871788] has become inactive due to the application of a super-set patch [26485996].
Or when applying July 2017 on top of April 2017:
Applied Patch 25871788
Patch 25871788 successfully applied.
Sub-set patch [25388866] has become inactive due to the application of a super-set patch [25871788].
Additional Problem: If you have applied many PSUs before, the above Sub-set inactive actions build and January 2018 PSU will conflict with them ALL and becomes very cumbersome cascading issue to deal with.
