OHS 12.1.3 sees 'NO_RESOURCES' when contacting WLS 12.2.1.2 using SecureProxy (Doc ID 2357484.1)

Symptoms

When attempting to access WLS 12.2.1.2 using SSL via the mod_wl_ohs plugin, the following error occurs as seen in the OHS error log.
