Requests For Others Always Adds A New Account Instead of Using the Existing Account in Entitlement Requests (Doc ID 2357545.1)

Symptoms

You've create a new Admin Role for submitting requests for others and assigned that new Admin Role to a user, for example <USER_A>.
For the case where <USER_A> submits an Entitlement Request for some other user, for example <USER_B>, an associated Account is added to the request and provisioned for <USER_B> - even though <USER_B> already has an Account related to that Entitlement.

The existing associated Account for the Entitlement that's requested by <USER_A> on behalf of <USER_B> is not shown during the request creation process.
