Symptoms

While configuring WebGate, at EditHttpConf step execution it throws error "obnls.xml Read Failed" in AIX 7.2 environment.

Oracle Access Manager 12c (OAM 12.2.1.3) and OHS 12.2.1.3.0
OHS 12.2.1.3.0 installed successfully.

The issue can be reproduced at will with the following steps:
1. Configuring the WebGate.
2. Run EditHttpConf command
