Downloading Files gets 500 Error. In logs: SEVERE: unsupported encoding: 'AL32UTF8': AL32UTF8 (Doc ID 2359023.1)

On : APEX 5.1.3 accessed using WLS/ORDS

When attempting to download any file (new or existent one)
the following error occurs.

500 error in the front -end browser
and the follow in the WLS managed server log where ORDS is deployed:


SEVERE: unsupported encoding: 'AL32UTF8': AL32UTF8
java.lang.IllegalArgumentException: unsupported encoding: 'AL32UTF8': AL32UTF8
at weblogic.servlet.internal.ServletResponseImpl.setEncoding(
at weblogic.servlet.internal.ServletResponseImpl.setContentType(
at javax.servlet.ServletResponseWrapper.setContentType(
at javax.servlet.ServletResponseWrapper.setContentType(
at oracle.dbtools.apex.HeaderUtils.processHeader(

The issue can be reproduced at will with the following steps:
1. Upgrade java to 1.7 and WLS (webLogic Server) to 10.3.6
2. Test the APEX application that used to work loading and downloading files
3. Now download gives 500 error for any file
