Symptoms
When upgrading 10g Forms and Reports and installing 11g on the same machine using ua.bat (Upgrade Assistant), the Oracle Reports upgrade fails.
However, other components upgrade successfully in the same run, including Oracle Forms.
Changes
Upgrade Oracle Forms and Reports from 10.1.2.x to 11.1.2.x using the Upgrade Assistant.
