WFR Freight Amount is Extracted But Not Added to the Exported XML File (Doc ID 2361189.1)

Symptoms

In WFR Verifier, when a user enters an amount in the Freight amount field, this value should be added as a New line to the existing lines. This is not happening for certain PO numbers for the same vendor.  Where is this logic and how can we have freight line irrespective of PO number?
