Symptoms

Some configuration settings like cache, log, security, and deployment.properties are written to the root drive on Windows instead of the <User Application Data Folder>\LocalLow\Sun\Java\Deployment directory with a Java SE 8u162-b31 installation using the MSI Enterprise Installer.
