JRE 8U161-b31 -MSI Settings Are Written To Root Drive On Windows

Symptoms

With the newest release of Java 8U162 b31 [as on 24th Jan'2018] when using the MSI file, some configuration settings are written to the root drive on Windows. 

C:\windows\system32>java -version 
java version "1.8.0_162"
Java(TM) SE Runtime Environment (build 1.8.0_162-b31)
Java HotSpot(TM) Client VM (build 25.162-b31, mixed mode, sharing)

C:\Sun\Java\Deployment

OSDISK (C): Sun > Java > Deployment

cache
log
security
deployment.properties

Expected to be written to C:\Users\currentloggedonuser\AppData\LocalLow\Sun\Java\Deployment
