MSI Settings are Written to Root Drive On Windows during Java SE 8u161 MSI Enterprise Installation (Doc ID 2363063.1)

Symptoms

Issue is observed during Java 8u162-b31 installation when using the MSI Enterprise Installer. Some configuration settings are written to the root drive on Windows.

java version "1.8.0_162"
Java(TM) SE Runtime Environment (build 1.8.0_162-b31)
Java HotSpot(TM) Client VM (build 25.162-b31, mixed mode, sharing)

<Windows Directory>\Sun\Java\Deployment

cache
log
security
deployment.properties

It is expected to be written to <User Application Data Folder>\LocalLow\Sun\Java\Deployment
